IBEW Organizer Field Guide
An app created by an organizer, for organizers.

Getting Started
Install Scout on your iPhone home screen for the best experience — it works like a native app with offline support.
Installing on iPhone
  • 1Open Scout in Safari at ibewscout.org
  • 2Tap the Share button at the bottom of Safari
  • 3Scroll down and tap Add to Home Screen
  • 4Tap Add — Scout appears on your home screen like any other app
Logging In

Enter your username and password. Tap Sign In.

Scout keeps you logged in for 30 days. After signing in once, the app opens directly to your dashboard on future visits. iOS will prompt you to save your password with Face ID on first login.

Dashboard
Your home base — a live list of permit projects sorted by proximity to your current location.
Project List

Every card shows the contractor name, address, distance from your location, permit value, and permit date. Projects are always sorted closest first based on your GPS position.

Tap any card to open the full project detail.

Search

Tap the search bar and type any part of a contractor name or address. Search covers the entire database — not just what's currently loaded nearby.

Filters

Tap the Filter button to the right of the search bar. A panel slides up from the bottom with two sections:

Status — All, Unvisited, or Visited

Union Type — All Types, IBEW, UBCJA, or Non-Union

IBEW UBCJA Non-Union

Tap Done to apply and close. Tap Clear All to reset both filters. When a non-default filter is active, the Filter button turns teal as a reminder.

Tracking Pill

The Tracking button in the top-right shows whether location tracking and auto-sync are running.

Green (Tracking) — your GPS position is being watched and the project list re-sorts automatically. The list also refreshes from the server every 3 minutes.

Gray (Off) — tracking is paused; the list won't update automatically.

Tap it to toggle. Tracking starts automatically when you log in.

Tip: The permit value shown in green on each card tells you the estimated size of the job — useful for prioritizing which sites to visit first.

Project Detail
Full details on a permit project — contractor info, visit history, contacts, and quick actions.
Project Info

Shows the electrical sub, general contractor, work description, permit number, estimated value, and distance. Tap the GC name, union type chips, or work description to edit and save changes instantly.

Site Photo

Displays the most recent photo logged for this site. If a later visit was made with no photo, the app still finds and shows the most recent visit that had one — so photos are never hidden by follow-up check-ins.

Field Notes

Shows site notes from the last 5 visits where notes were recorded — including the organizer's name and date of each visit. This gives you a quick at-a-glance history of what's been observed on site.

Contacts

Lists every worker logged at this site across all visits. Each contact shows:

  • Name, role, and phone number
  • Consent status — YES or NO badge indicating whether the worker agreed to union contact
  • Notes — anything logged about that individual
Vehicles

Plate numbers and vehicle descriptions logged at this site across all visits.

Navigate

Tap Navigate to open turn-by-turn directions in your preferred maps app (Apple or Google — set in Settings).

En Route & On Site
Scout tracks your drive to a site and monitors your arrival and departure automatically.
En Route Screen

When you tap Navigate from a project detail, Scout switches to the En Route screen and shows your live distance to the site as you drive — updating in real time.

Automatic Check-In (Geofence)

When you get within the check-in radius (default: 300 ft), a ✓ Check In button appears automatically — if Geofence Check-In is enabled in Settings. Tapping it records your exact arrival time and moves you to the On Site screen.

You can also tap ✓ Check In manually at any time, even before you arrive.

On Site Screen

Once checked in, a timer starts counting how long you've been on site. This duration is saved with your visit record.

Departure Reminder

When you physically leave the site — Scout detects you've moved beyond 3× the check-in radius — the capture wizard opens automatically so you don't forget to log your visit.

This requires Departure Reminder to be enabled in Settings. You can also open the wizard manually at any time by tapping Log Visit.

Tip: If you're not getting auto check-in prompts, make sure Geofence Check-In is turned on in Settings and that Scout has permission to use your location.

Logging a Visit
The 4-step capture wizard records everything from a site visit and syncs it to the database.
Step 1 — Photo

Take a photo of the site, job sign, or vehicles. The photo uploads to secure cloud storage and appears on the project detail for all organizers. You can skip this step if conditions aren't right.

Step 2 — Log Contacts

For each worker you make contact with, enter:

  • Full Name — use the mic button to dictate
  • Phone Number
  • Role — Journeyman, Apprentice, Helper, or Unknown
  • Consent — did the worker agree to union contact? Yes or No
  • Notes — activity level, what they said, anything relevant

Tap Save & Add Another to log multiple contacts. Tap Done Adding Contacts when finished.

Step 3 — Vehicle Numbers

Enter any van or truck numbers visible on site. Tap + Add Vehicle to log multiple. Tap Not Visible if no vehicles are present or visible.

Step 4 — Review & Submit

Review everything before submitting. Tap Edit next to any section to make changes.

Tap Sync & Done to upload everything. The project is marked as Visited on your dashboard, the photo is stored, and all contacts and vehicles are saved to the site's record.

Note: The visit uses the check-in timestamp from when you tapped Check In on arrival — not when you submit the wizard. So submitting a few minutes after leaving still records the correct arrival time.

Route Planning
Plan an efficient multi-stop route through several job sites in one tap.
Starting a Route
  • 1Tap Route in the top-right corner of the dashboard
  • 2A banner appears — tap each project card you want to visit
  • 3Selected cards are highlighted and the stop count updates
  • 4Tap Optimize & Go — Scout orders your stops for the most efficient drive
  • 5Your maps app opens with all stops loaded and ready to navigate
Note: Route planning opens Apple Maps or Google Maps based on your preference in Settings.

Adding Projects
Found a job site that isn't in the database? Add it on the spot.
How to Add a Project
  • 1Tap + (Add) in the bottom tab bar
  • 2Enter the Contractor Name (required)
  • 3Enter the Street Address — or tap Use My Location to fill from GPS
  • 4Add City and State
  • 5Describe the work being performed
  • 6Select a Union Classification if known
  • 7Tap + Save Project

The project is immediately visible to all organizers.

Live Feed
A real-time log of activity across all organizers in your Local.
What Shows in the Feed

The feed shows check-ins, contacts logged, new projects added, and other activity — with the organizer's name, site, and timestamp. It refreshes automatically every time you navigate to the Feed tab.

Feed Filters

Three filter tabs let you narrow the feed:

  • All Activity — everything from every organizer
  • My Activity — only your own actions
  • Contacts — only events where contacts were logged

Settings
Customize Scout's behavior from the Settings tab (gear icon in the tab bar).
Tracking & Automation
SettingWhat It Does
Auto-Sync Refreshes the project list from the server every 3 minutes and re-sorts by your current GPS position. Turn off to save battery on long days.
Geofence Check-In Automatically shows the Check In button when you drive within the check-in radius of a site. Turn off if you prefer to check in manually every time.
Departure Reminder Automatically opens the capture wizard when you leave a site. Turn off if you prefer to open the wizard manually.
Geofence Radius How close (in feet) you need to be for auto check-in to trigger. Set by your administrator.
Navigation

Choose Apple Maps or Google Maps as your preferred app. This affects the Navigate button on project cards and the Route planner.

Account

Change Password — Update your login password directly from the app.

Last Synced — Shows how long ago the project list was last refreshed from the server.

Sign Out — Logs you out and clears your session.
